Welcome! I am the Allis-Chalmers Professor of Political Science at Marquette University. I am also a Fellow in the Future Security program at New America and a Non-Resident Senior Associate in the International Security Program at the Center for Strategic and International Studies (CSIS). My research focuses on U.S. and comparative civil-military relations, contentious politics and political violence. I also maintain an interest in the armed forces of the MENA region and in autocracies, more broadly.
My book, Shaping Strategy: the Civil-Military Politics of Strategic Assessment (Princeton U. Press), develops an original theory and uses comparative cases to examine how civil-military relations affect the processes through which states develop strategy during international conflicts. In addition, I am co-editor of Creating Military Power: The Sources of Military Effectiveness (Stanford U. Press); and co-editor of Reconsidering American Civil-Military Relations (Oxford U. Press). The journals in which my research has appeared include: International Security, Annual Review of Political Science, The Journal of Conflict Resolution, The Journal of Peace Research, Security Studies, Armed Forces & Society, The Journal of Strategic Studies, European Journal of International Security, & Journal of Global Security Studies. My scholarship often aims to bridge regional and subfield divides, especially in the study of civil-military relations. Beyond my academic research, I frequently engage with practitioners and the public, through podcasts, articles and blog posts that have appeared in Foreign Affairs, War on the Rocks, Just Security, World Politics Review, Political Violence at a Glance, Carnegie Middle East Center, The New York Times, The Washington Post, The Hill, Chicago Tribune, Inkstick Media, and Literary Hub. My comments on current developments in U.S. civil-military relations have been been cited by journalists in The Washington Post, The New York Times, The Economist, Newsweek, Politico, Reuters, Voice of America, The Christian Science Monitor, Barron's, Military Times, and Task & Purpose. I received my PhD from the University of California, San Diego and have held positions as a Non-Resident Senior Associate at the Center for Strategic and International Studies, Research Associate at London’s International Institute for Strategic Studies and Postdoctoral Fellow at Stanford’s Center for International Security and Cooperation.
